I doubt the Copy Vegeta arc was in Toriyama's script so we can chalk that up to Toei filler nonsense, other than that the extremely powerful base forms seems to have been retconned out (like the 10% statement Beerus made against Ragetta). So, Good Boo > Piccolo > Base Saiyans can indeed work.

That was a Toei line, that part of the episode clearly wasn't in the outlines Toriyama wrote. The evidence is Good Boo > Piccolo > Base Saiyans at the Champa Saga there's no way this could work if Base Goku is suppose to be stronger than Super Vegetto.

Or they misplaced Good Boo in a typical Super contradiction or have higher expectations for him. I mean, Goku didn't even know Gohan had been training with Piccolo, yet knew how precisely strong he would be against Frost. Those statements simply don't make much if any sense.

If there was a misplacement it would have been a fine time to point that out when Piccolo was fighting Frost like have Goku or one of the characters state that Piccolo is stronger than they thought, but no such statement is made and Goku never retracts his statement about him not standing any chance against Frost which is proven by the fact that Goku's prior beatdown considerably lowered Frost's power level. A fresh Frost would have smocked Piccolo before he could even pull out his SBC.

Even if chalking up the Base Vegeta >>> SS3 Gotenks evidence as Toei filler (which as Kenshi said, doesn't make much sense) you also have to consider many more feats such as Beerus being very excited to fight Base Goku despite not giving a shit during his fight with Enraged Vegeta, or estimating Hit's attack pattern being enough for Base & SSJ Goku to outperform 10% SSB Vegeta, which even holds true in the manga.

To cut it short, Goku wins and his Base is undoubtably above SS3 Gotenks at the bare minimum. It makes more sense to just hax Piccolo and Boo than nerf Base Goku/Vegeta whilst still having them semi-relevant to God tiers.

Beerus being very excited about fighting Base Goku? If you are talking about the Monaka costume fight, that was also Toei filler and also in that case was different. Beerus wanted to know if Enraged Vegeta was the Super Saiyan God he dreamed about and was annoyed to find out it wasn't it but against Base Goku he just was itching to fight anyone since he was bored from not particapiting in the U6 tournament.

As for Base/SSJ Goku outperforming 10% SSJB Vegeta, Hit was probably holding back as that would make no sense either way seeing as the Super Saiyan multipliers are stated to still be in the tens of times and Super Saiyan God alone is a greaterr multiplier than the Vegetto fusion. Besides, Whis only stated that Goku was stronger than 10% SSJB Vegeta after he used Super Saiyan God which is what gave Goku the power to overcome Hit's timeskip implying before then SSJ Goku wasn't at that level.

Goku during both this tournament and the previous universal tournament chose Good Boo before Piccolo and seems to put more faith in Boo's power over Piccolo's.

Boo was there at the time, whilst Piccolo wasn't. He also picked Gohan before Piccolo, despite the former only showing signs of superiority in the filler scenes you're disregarding, so that says little.
