Current Usopp vs Water 7 Luffy

Yeah, Usppp would very likely get this. He should be way beyond that level post time skip. I don't think his progress until Sabaody and then training 2 years knowing how important getting more skilled and stronger would leave him as weak as pre Gears Luffy. In the anime it was mentioned Baby 5 and Buffalo could take out a Pacifista and Nami and Usopp could offer them real problems with their weapons. Usopp would take out even Lucci imo.

Usopp was able to rough up an Ancient Zoan user who was a step below commander level in a Yonko crew. He would incinerate pre skip Luffy.
