Taopaipai wins easily in my opinion. I have him as strong as initial Young Daimao.

I would actually go with Old Piccolo. I see no reason to have Tao above him.

I dunno about Tao Pai Pai winning. I'd maybe put Cyborg Tao inbetween Young and Old but closer to Old King Piccolo at best but at the very least I don't know if I want to say he'd win this.

While Tao Pai Pai was stated to be much stronger as a cyborg, he has quite a gap to catch up from back his battle with Goku to even rivals Old King Piccolo, let alone defeating him. I mean, an even stronger Goku than in his fight against Tao, got (lacking of other words) completely DESTROYED by a far from serious Old King Piccolo.

At very most, considering his confidence against a Tien that he expected a little stronger than he was in 22nd TB, I would say that Cyborg Tao is stronger than Kid Goku (22nd TB). But frankly, he's never implied to be anything special.

Conclusion = Curb-stomp battle in Piccolo's favor.

I do not know; I was reading the manga and I realized that, at the beginning of the fight, Cyborg Tao Pai Pai attacked Tenshinhan to his maximum power. I see by his facial expression that he intended to take Tenshinhan seriously from the beginning. If he didn't know Ten had increased his power, why would he attack with the maximum of his strength right from the beginning if he were even stronger than Old Piccolo Daimao?

So, as I thought, Tao expected Tien to have powered up a little since 22nd Tenkaichi Budokai. But he still heavily underestimated him.

Well, in either case, Tao has absolutely nothing that could put him above even Old King Piccolo.
