Cymbal is above Kuririn from the 22nd Budokai based on Tambourine's reaction of surprise upon knowing Cymbal was killed, having already fought Kuririn. Kuririn 22nd ought to be a good deal above post Karin Goku given his feats against a 22nd Goku that, even though suppressed, was already above his post Karin self based on everyone's surprise at the way Goku defeated Chapa-o and Kuririn even wondering if that was Goku's FP.

I have Cymbal at the same tier as 22nd TB Krillin. Goku from 3 years earlier gets trashed.
