I don't really know who to compare him to, we know for certain he is weaker than Goku, Yajirobe, Ten, Tambourine and Piccolo Daimao. But who is he stronger than? Do you think Krillin or Yamucha could manage anaything at all against Cymbal?

Half of Tambourine is good; it keeps him stronger than Krillin (in my books) and explains Piccolo's statement.

I really don't know where to have him. He's said to be many times weaker than Tambourine, which would indicate he being > Kuririn and Yamcha (22nd Budokai) is pretty unlikely. But there's also Tambourine's surprise at Cymbal's defeat, despite having killed Kuririn. Unless Kuririn was tired from his fight with Goku and Chaozu and couldn't fight at his maximum?

I think Kuririn would have recovered at least a good portion of his strength while watching Goku and Tenshinhan's fight.

I'd say this, too. Goku's power was a lot further ahead of Kuririn than the tournament showed. That's all, in my opinion.

Yeah, I can't say in good conscience that Tambourine would be a lot stronger than Roshi, and Roshi seems to consider Kuririn a fairly significant power.

Well that might be, but there are no statements regarding Kuririn being tired or not at full power.

Roshi even commented that thing [Tambourine] is strong enough to kill Kuririn, without making any mention of his pupil being tired:

Goku would obviously be the more tired of the two since he just finished his match, but I don't think it's out of the question that Kuririn was weakened as well. Tambourine took him to be such a joke that he crumpled his entry form saying he was shocked a weakling like this made it to the tournament at all, and he doesn't even offer the same disrespect to someone like Giran later.

What's so hard to understand about that? Kuririn just didn't surpass Giran by the 22nd Tenkaichi-Budokai. He did barely though by the 23rd Tenkaichi-Budokai.
