you remember vegeta weakness from whis right he walks through life with a chip on his shoulders and nerves too tight that keeps him from reaching his full potential and why he's always second to goku who takes time to relax and rest and always surpasses any limit given to him. Vegeta trained so hard in TBTC that he probably didn't take time to rest so while he's stronger when he first fought perfect cell he's not that strong barely as equal as a cell junior this even carries all the way to the buu saga where he literally sold his soul to babidi to surpass goku with majin ssj2 but goku being who he is already exceeded even that and reached a higher power level of ssj3 and for god sake he was dead.

Those cases are different though. In #18's case, since she's an android Vegeta couldn't feel her energy, and in Cell's case he legitmately was stronger than his initial perfect power, as #16 stated but was holding back his true power, only unleashing Bursts of it that only Kuririn and Trunks could faintly feel.

Well did his fight with 4th form frieza say anything he thought he was a super saiyan stronger than frieza when in actuality he was not.
