Freeza was absolute threat to Earth and stronger than Gohan who should be weaker than his ultimate form but still in that league] and Gotenks wasn't even an option. So Freeza takes this.

For the reasons stated above, Freeza low diffs him. SS3 Gotenks is a far better match up, since how strong 1st form Freeza is by comparison is a lot more debatable
