Toppo was also a candidate for his universe (equal to PSSB Goku/Vegeta as well), yet it's made apparent he's trash to the actual Hakaishin with how far below Jiren he was.
The gap between the 12 Hakaishin don't seem overly great, not to Beerus to PSSB tier extent, given how even the weaker ones like Sidra and Iwan can endure a few hits from the top tiers.

I'd counter with one-shots are inconsistent but to me the intent of the scene seemed obvious enough (all gods are on about even levels) so I can't really object.

Also worth remembering the Hakaishins' fight seemed so intense to Goku to the point he was shocked with every move. The Zenos were getting bored since they couldn't follow it and wanted to ditch the tournament because of it, while they themselves saw the Toppo vs Goku showdown in a different light. Even though he was a candidate, it's pretty clear Goku and Toppo weren't on their level yet, with Toppo managing to stall a PSSJB Vegeta who was oneshot material for Beerus.

The gods' battle royal was too intense for Goku and Zeno to follow, but nothing in the actual tournament was too much for Zeno. Nobody but the gods and angels could follow UI Goku and Jiren's fight, but I don't remember Zeno ever mentioning such a problem.

To be fair, Kefla would only be that powerful in the anime version, in which Zeno's issue of following the Gods' speed wasn't mentioned. Even then, the anime made it a point to demonstrate that Jiren was indeed superior by showing the tactic used by Goku to take down Kefla wouldn't work on him. Then Goku used the completed version of Ultra Instinct, to which Jiren responded with his own hidden power.

In the manga, Kefla can't even beat Gohan.
