I'm thinking that Goku Base (Post God) should be >> Minus Energy Power Ball.
The clash of attacks between Goku SSJG vs Beerus (Suppressed) was powerful enough to eliminate the entire Universe 7 (Macroverse + Kaioshinkai), you have to consider that part of that impact is received directly by Goku and Beerus.
Then Goku as SSJG fired up again. Goku as SSJ kept that power, then he increased his power again and launched an attack on Beerus. That combined attack between Goku SSJ against Beerus's attack, merged into an energy ball probably even more powerful than the Minus Energy Power Ball and Goku re-ignites at the Base.
Therefore we have Goku Base (Post God)> energy ball (which was the fusion of the attacks between Goku SSJ and Beerus)> Minus Energy Power Ball.
In short, neither Gogeta SSJ4, nor Vegetto SSJ4 compare to characters like Goku SSJB (FNF), nor Golden Freezer, nor etc. Even if they believe that the SSJ multiplier is still 50x, they could not even reach the power of a hypothetical Goku SSJ (FNF).
Characters like Golden Freeza, Goku SSJB (FNF), Vegetto SSJ4, Gogeta SSJ4 are at the High Universe level.
As for Beerus (Initial) and Vegeta SSJ2 (Enraged), they should be at least on the level of Goku SSJ4 (Beyond Limits), considering that in the Arc BoG, both Goku and Vegeta SSJ2 had surpassed Ultimate Gohan. Goku when considering Vegetto SSJ3 a better option, instead of Gokhan SSJ3, makes me think that the multiplier of Fusion and SSJ was not nerfed for Vegetto in BoG. Therefore Vegeta SSJ2 (Enraged) and Beerus (Initial) are> Vegetto SSJ3 (BoG) >>>>>>>> Goku SSJ4 (FP) >>> Vegetto SSJ3 (Boo).
