I have my doubts that Super Hero follows the manga's scaling. Goku's reference of Jiren implies that he is still top tier, and I am pretty sure if Black Freeza was thought up at the time then Goku would have definitely included him in the list with Jiren and the gods.

It doesn't. It's already established that the movie and manga are separate stories. People should really stop jumping the gun considering Toyotaro is finally adapting Super Hero within the manga.

Super Hero was written before even Moro so the movie, but I highly doubt Toyotaro is going to waste ink retelling the story. Maybe he’ll rewrite the sequences at Beerus’ planet, but everything else will probably get the RoF treatment.

Yes. He's most likely going to be much stronger than that in Super Hero since Goku and Vegeta are afraid of him.

He skipped RoF and Broly, not to mention the way he breezed through the sagas that had Anime adaptations.

On the other hand I can see the current leading to an adaptation of the movie from Trunks’ pov, but I think at least Beast Gohan > Cell Max > Orange Piccolo ~ Goku and Vegeta will be a given. Those are the basic facts.

He did but RoF and Broly didn't require any real changes. It's something that aligns well with both the anime and manga. Super Hero was acknowledged to deviate from the manga by the executive producer at the DragonBall Room so I have my doubts that they would handle RoF and Broly the same way.

I do agree that Beast Gohan > Cell Max >Orange Piccolo ~ Goku and Vegeta is a given but there is a year between Granolah and Super Hero, correct? Would Orange Piccolo be as powerful as Goku and Vegeta as of Granolah or Super Hero? How strong are the Gammas? I don't think that's something that can be answered until we see how Toyotaro handles Super Hero.

That's likely why Toriyama stated "Not even Broly can beat 'Controlled Cell Max'" which implies that Broly would not lose to Incomplete Cell Max.

He did fight Cell Max (Weakened) very well. Jiren would have been one shot.

The problem is, Akira Toriyama wrote the script of Super Hero before he and Toytaro the Moro Saga, so the movie is sometimes inconsistent with the series.
