A doubt ragerding the part 1 from Death Note:

Why didn't Light control Ray Penbar through the Death Note (he knew RP's name) rather than threatening him personally to write the others FBI agents names? Threatening him personally was way riskier.

Can't he? So why did you say he should have controlled his dad to kill Mello?

He could merely make it more general since Light's dad had all he needed to kill Mello already: Something like "Becomes ruthless in the last 13 days of his life, dies of heart attack." But for Penbar to receive the notes at that one spot he'd need to control someone else to give him the papers, and Penbar to be controlled to pick it up
