Did Cell's speed increase after he went full power?

He was slower than Gohan before and he saw this was the case when he couldn't even see him grab the Senzu from him, so he'd be pretty stupid to assume his FP gave him the advantage if it didn't make him faster as well...

Yes. His "true speed" wasn't his maximum speed.

His true speed could just be his max speed at the level of ki he was at. I have him increasing his speed at full power because of the reasons @Papasmurf mentioned.

Tenshinhan also stated they couldn't put out their full speed without releasing all of their chi, when he and Piccolo were chasing for Imperfect Cell.

So, Cell probably used his all out speed at the level he was at.
