Come to think of it, I think that's the feeling the viewer is supposed to get during their fight against Trunks: Trunks is fighting the same two powers that killed his master, he seems to be holding his own against them, perhaps even better than his master did, he fires a huge blast and thinks he killed them, and then, surprise, the Androids are not even harmed: they have been toying with him all this time, and evidently they toyed with Gohan too.
Did Future Androids use less than 50% of their power against Gohan in the TV special?

No as Android 18 specifically says that they would use their full power against Future Gohan in the TV Special. And the Androids were dodging Trunks blasts not tanking them the implication being if they actually hit them they would of been seriously damaged

The androids were holding back against Trunks and still dog walking him. They went all-out against Gohan, in which case he got unalived. The only really dumb thing is 18 coming to 17's rescue and making a point of it during their encounter before Trunks could turn Super Saiyan, which makes no sense if 17 could simply up his power and thrash Gohan.
Because TV Special Future Gohan brings people together and makes them feel like they know each other
