He trained in the art of Tecmo Bowl, he would have surely beat Super 17 at NES.

Base Goku in the Baby arc defeated SSJ Gohan Baby with greater ease than he did Rild, yet Base Gohan in the Super 17 arc managed to fight well versus him. Unless Goku got much stronger from M2 to Baby, Gohan probably got quite a bit stronger. He didn't surpass Oob imo though.

That doesn't necessarily mean he trained though ^. In GT, Saiyans seem to power up absurdly just by entering battle.

If we take his durability feats against Yi Xing Long as evidence, then maybe, or it could just (most likely) be Toei logic, with just a hint of possible Zenkai from the Super 17 battle.
