Did Goku get a zenkai boost from Bebi to 17? Bebi was pounding the crap out of him and Goku almost died.

No, he didn't get. Its just a plot, but the zenkai thing could work as a theory.

His lower forms did, or more specifically, the gap between his Base/SSJ form and SS4 form decreased. This becomes more obvious within the Evil Dragon Arc, in which Base Goku and Pan could perform fairly well against foes who weren't several times weaker than SS4 Goku.

Possibly. I personally think that accessing a new transformation, plus zenkai, plus training, helped amplify Goku's chances of basically achieving fusion-tier power levels in only his lower forms.
