Pretty much. Uub at the end of Z was supposed to be the next protector of Earth with Goten and Trunks as his guides but in GT Goten became a dog chasing puss, while Trunks became.....yeah. Uub was as strong as Base Goku in the beginning of Z, than next time we saw him he gets stomped by Baby than after merging with Buu he was strong as Baby and still lost the fight. After that, any and all relevance had was gone.

Pretty much samething happened to Gohan on Boo Arc where he got so much hyped against Super Boo and lose only for Goku to return.
