Did SSJ3 Goku lose so much power Vs kid Boo ?

He said to Vegeta he'd need a whole minute to build up his chi. Building up his chi would be getting to FP, right?

We have Goku stating that 1 minute passed and he still hadn't enough chi:

So did Goku lose so much power that he needed 1 minute to be back at full power?

And how do you imagine he'd kill kid Boo? With a concentrated chi blast? What would be the difference in building up chi and getting to full power then? Since he was already at full power from the start, shouldn't he have ended kid Boo from the start with all his might? If factor was a time, then it'd be pointed out Goku needed time to build his chi AND the opening to concentrate enough chi and fire an all out KMHMH, no? Or is it possible Goku wasn't at full power vs kid Boo and needed an extra time to operate in SSJ3 as 100%?

But was he charging it into a concentrated chi blast? Seemed like he was building up chi like he said, that is, getting back to full power... Though idk what getting back to FP now would make a difference were him at FP as soon as the battle started

yes his ssj3 is not easy to master when you're alive instead of dead and even then it's hard

You mean like in 1 minute Goku intended to already gather strength for a KMHMH? Tho it seemed like he was concentrating the energy on his whole body... Or maybe since he'd be flying at Boo from a distance he could charge the attack. But still seems stupid since as you were just as strong as soon as the fight started, he could have teleported to Vegeta and charged the KMHMH.....

SSJ3 is probably such a taxing form that it can't be used at its true full power without fully charging up ki. Goku's full power initially might have just been his full power he was capable of fighting with.
