It's yet to be confirmed, his only known biological accomplishments being the dragons and giant children on Punk Hazard as well as discovering the Lineage Factor Judge would later use in his experiments, but I wouldn't put it past him to have accomplished this, especially considering they were created on Punk Hazard.

For how he has been set up, I really doubt there is anyone else in the government who is above his level of genius. After all, wasn't Caesar considered #2 despite being vastly inferior?
