Did Vegeta surpassed Cell after training in 7 years?

Perfect Cell : 55
Teen Gohan SSJ2 : 68
Super Perfect Cell : 81
Vegeta SSJ2 (pre Majin) : 81
Kid Gohan SSJ2 : 90
Goku SSJ2 : 100
Majin Vegeta : 100

I also believe vegeta wasn't SSJ2 until he was charmed yes.

This topic largely depends on where you stand on those two issues. If you believe vegeta was SSJ2 before the charm and cell rivaled gohan, then pre-majin vegeta would probably be in the same tier of power as cell.

I think the no SSJ2 until the charm theory is bullshit, but that'd be veering off topic. The biggest reason I never understood it personally is the fact that Vegeta doesn't even display SSJ2 when the charm takes effect, only after Goku ups it to SSJ2 does he do so voluntarily.

Closer to Super Perfect Cell than to Perfect Cell. I don't agree with Vegeta gaining SSJ2 until the charm since he stated to be above Gohan. Which was after Gohan has displayed SSJ2 in the Budokai.

I think that Vegeta is slightly stronger, mainly because I don't think Cell necessarily rivaled SS2 Kid Gohan.

I don't see him being on Gohan's level, so he isn't on Cell's either.
