I think they did originally, this was stated in the dub/filler, but the god inflation in dragon ball is through the roof.

I'm going to go with yes. It would be very strange if Earth was the only planet who had someone capable of traveling to the other realm. What makes Earth special enough to be the only planet capable of doing this? And given that there was a guardian that preceded Kami, this ability is clearly something learnable and not unique to Kami.

I always thought Guru was something akin to Namek’s Kami.

Planet Vegeta might have had one long ago before King Vegeta killed him.

I’m sure Yardrat has one given how spiritually in tune they are.
