Technically no, since the majority of logia abilities transform users into states of matter that'd normally lack blood such as fire, raw eletricity, ice, etc. and providing a blood circulation to objects in such a state would raise a lot of questions. The only cases where logia users have been shown to bleed when in an elemental state was from their intangibility being negated by things such as Haki, Blackbeard's DF, natural counters, etc.
In regard to blood circulation, it's also important to remember this is a part of biology Oda really lacks knowledge on when it comes to the rules of his power system, seeing as how even small cuts should've been enough to make Luffy bleed out whenever taking them in Gear 2nd due to the technique drastically increasing his blood flow.
I would say Enel could still hit the majority of logia users regardless due to how lightning can cause damage or at least hit many natural objects such as sand, ice, etc. The only logia fruits I'd say for definite would be immune would be the Mera Mera no Mi when it's free-flowing fire, Moku Moku no Mi and Gasu Gasu no Mi when their users are brought to an entirely gaseous state and the Pika Pika no Mi when attacking light in general is a pretty absurd concept.
