It was never confirmed. A lot of people at another forum I go to thought it was either Shiki or somebody we would meet in Wano but the second option is pretty much out the window at this point.

The outfit even looks like what Shiki wears. The hair is also the same colour. Still, it would be very strange for Crocus to be on good terms with him considering he never had the relationship with Roger that Whitebeard did.
