Definitely not. It requires 2 SSJ2 Gohan's to fill up Buu's meter.

Yakon and Pui Pui aren't even SSJ level combined.

He has a misconception of his foresight and the actual current battle powers. They are right, the Saiyans true power can overflow Buu's meter. But he doesn't know that it would require transformations to access the power.

Also, he has no idea just how much power was used to fill up half the meter. He doesn't have the full picture of everything.
