Do you think Gotenks Buu could've oneshotted Ultimate Gohan had he tried to?

Unless Gohan was off-guard, no. The gap between them has to be less than 1.5x which seems to guarantee one-shot wins based on Goku vs. Recoome and Toriyama's understanding of Beerus (10) vs. Whis (15) when he initially wrote Battle of Gods. Gohan explicitly held a much larger edge on Super Buu than Buutenks did on Gohan so unless Gotenks was much stronger than Super Buu, Gohan can't be >1.5x weaker than Buutenks.
From what we are shown, Gohan was capable of breaking out of Buutenks' Galactic Donuts which was to be followed up with a lethal blow so the likelihood of a one-shot is very low outside of a charged blast.

Was that when he was already weakened or before the fight began? Because Buu stated that he has to be quick due to Gotenks' time limit prior to began to fighting.
Yes, but that was retconned when Buutenks said he wanted to enjoy himself.

That’s not what a retcon means. I agree he wanted to enjoy himself though, he just didn’t have all day.
Goku admittedly only one shot Recoome because he was off guard. I think it’d take Gohan-Boo to handle Gohan like that.

One-shot with a charged attack or a Kamehameha? Even SSJ3 Gotenks could do that.

That could be a part of it. I believe that's only suggested by Jeese and Burter since they couldn't comprehend what happened whereas Vegeta suggested that everyone was clueless and that Goku used an extraordinarily powerful blow hence why Recoome was defeated so swiftly. But I wouldn't doubt that Goku managed to land a blow that struck Recoome's organs merely because he left himself wide open which made it easier to land a blow on a critical area. I don't think that had anything to do with Recoome dropping his durability or something like that.
Ultimate Gohan was angry and dead-serious and he had learned his lesson after Cell, yet he didn't one-shot. Buutenks was smiling and seemed to be having fun during the entire fight. I think the Buutenks/Gohan gap is wider than the Gohan/Super Buu one.

Super Boo Gotenks Absorbed VS Ultimate Gohan is a x1.2 to a x1.33 gap, while Ultimate Gohan VS Super Boo is a x1.5 to a x1.67 gap. Super Boo can't see Gohan's movements and Gohan could break through Bootenks' donut rings and dodge his Kamehameha. Super Boo also found it necessary to do an explosive wave and absorb Gotenks and Piccolo to defeat Gohan.

The only reason Gohan wouldn't one-shot Super Buu is due to his regeneration. The fact that Gohan was able to significantly wound Super Buu with casual punches and kicks says a whole lot.
I would agree with @Yoshi here. Gohan can flat-out blitz Super Buu and casually beat him with ordinary punches and kicks. In contrast, Gohan actually posed some resistance against Buutenks and broke through his Galactic Donuts while simultaneously dodging Buutenks' Kamehameha.

I think this is one of the reasons why SSJ3 Gotenks is actually stronger than Super Boo. Super Boo seems to absorb people to get stronger by addition and not multiplication, and the gap between Gohan and Super Boo is big enough to where I think Super Boo Gotenks Absorbed wouldn't be enough to dominate Gohan if Gotenks was just as strong as Super Boo.
