Well I think the standard is that the power level list should match up with the creator's power chain logic. Consistency is everything.

We run into problems where the numbers mess us up and put bias on us to change our power chain logic, that's the major thing to watch out for.

It indirectly does tell us that Gohan was not SSJ2. Gohan is treating SSJ2 as being the reason why the damage meter went up quickly. If Gohan and Dabura were both SSJ2 level, it would make no sense for him to make this point when their own fight barely moved the meter.

Why are you always in the SSJ1 team when you are SSJ2?
