Yeah such a character should only be part of lore until the end of the series or introduced in a sequel movie or some shit like that imo

Didn't mind him much early on. When introduced, he was relaxed and even showed a sense of humour, yet still had somewhat of a professional presence. He became more playful when he met Goku, which I guess is understandable seeing as most of the time he's with his guards who just serve to protect him, which isolated Zeno from friendships and things like that. But in the ToP, he's essentially a one-dimensional hyperactive cheerleader. I mean, you could say this was greatly influenced by his future counterpart becoming his playmate, but it was over-the-top nonetheless. What ever balance that his character had prior, vanished, so to speak.

He seems like DB's version of Doraemon with a less IQ to me. I don't dislike him but neutral to his character.
