He also needed Kaioken x4 to overcome Uiro, so Uiro should at minimum be a fair bit above 24k. It's somewhat implied that his strongest attack may be above Kaioken x4 too, or at least as strong as Vegeta's Gyarikku Ho, which is implied to be quite a hefty amp (unless believing the Kamehameha's amp not to stack on top of Kaioken when used in the Saiyan Arc).
Uiru's arms got torn apart.. Uiru overpowered him just means he is closer to Kaioken x3 Goku than Vegeta is.. It's doubtful that M2 Goku was only as strong as he was against Vegeta as well. Being alive with all of Kaio-sama's techniques along with the Dragon Balls being active, the film would have to take place at least 1 year after the Saiyan Arc. Given that, it's doubtful that Goku wouldn't become even the slightest bit stronger.
