If he did weaken, I doubt it was by much. Vegeta seemed genuinely surprised he was able to defeat him so easily.

Not by much. If Past Dodoria is 22k, Present Dodoria can be at 19k-20k not having realized the weakening.

I also believed that he didn't get weaker. Vegeta saying that means he underestimate his power and thought that Dodoria probably got weaker.
