Does anyone know if Cell Max got stronger in this scene?

This was in Chapter 97. We can see that in that same Chapter 97 Cell Max was initially unaccustomed, but after receiving the combined attack of the Gammas, Trunks and Goten. Cell Max got used to his body and greatly increased his power and speed.

A few scenes later, Cell Max gets down on the floor and starts punching him. Did Cell Max have a new power increase in that scene?

It’s possible. His power was constantly rising as he got accostumed.

I think he must have reached his full power before Gamma 2 attacked him.
