Does anything contradict General Blue = 21st Goku/Roshi?

Goku being capable of one shotting Roshi makes all the hype over Baba Goku > Roshi pointless. I also don’t think Blue has enough feats to justify being equal to them.

Roshi didn't have intel on Goku throughout the RRA arc though. His shock is still warranted when he admits that 21st Goku would have lost to the Mummy. One shotting someone who he would have previously lost to is shocking regardless of circumstances.

I think if Toriyama genuinely saw Blue as Roshi’s equal he’d have been used as a more significant benchmark. Kuririn just saw Goku one shot someone who equals Roshi and doesn’t say anything besides a generic “He’s better than before!”?
