Does AT put more thought into chapter-covers than one might think?

I think this might even be one of his underrated aspects. You see outside of the covers with motor-cycles and all, the more heavy chapters or chapters where he just wants to put some emphasis on with the chapter-cover he seems to put some thought into it.

Some examples:

The chapter right after Goku died and everyone was mourning him, the cover is almost like a tribute to him with images of young Goku and adult Goku. Maybe more meaningful when realising that Gohan was meant to take-over anyway.

The cover Vegeta sacrifices himself, the cover is Vegeta during his early days (Saiyan saga or Namek era) looking-on proudly. The chapter itself is called “Farewell, Proud Warrior”.

The cover Vegeta thinks Goku might have become a Super-Saiyan when he arrived on Namek is young Goku and Adult Goku together, perhaps showing how far Goku has come since when he was young.

The chapter when Kuririn died you see a group-shot of them when they were happy.

That’s his editor-san (or sometimes even ex-editor-san who I don’t know any reason he has to listen to, other than maybe respect).
