Does Freeza still see Vegeta as beneath him?

In RoF he said something that some-what struck me. He said something along the lines of "I'm losing to even Vegeta now". Does Freeza still see Vegeta as not on his level? Does he consider Goku as his only true rival?

Maybe Freeza still sees Vegeta as the fellow he bossed around for years and made to fear him.

So he only sees Goku as being worthy of being his rival? Weird, considering he beat him up in Fukkatsu no F and almost effortlessly surpassed him, but then again he did hand him his first defeat and taste of embarrassment.

For Freeza I can understand but Zamas got owned by Goku and then stole his body too. Freeza'd never switch, he's too proud and he doesn't like Saiyans (racist). Zamas also hugged Goku like . He might just have been gay for Goku.

Because Vegeta was his servant and Goku happens to be the only Saiyan to defeat him. Most of the villains considered Vegeta as beneath them such as Cell, Androids, Freeza, Beerus, Zamasu etc.,
