Does Frieza's Death Beams have been improved w/time?

Given how Golden Frieza (=Blue Goku) managed on hurting severely Base Toppo who's supposed on being equal grounds w/Blue Kaioken Goku, while Frieza's death beams didn't inflict damage on SSJ Goku back on Namek.

Some compare Frieza and Toppo w/Vegeta and SPC but Vegeta didn't even inflict damage on Cell.

Vegeta didn’t hurt Cell because he was much weaker. Toppo and Freeza are equals.

Ki amp gets progressively worse in Super. TOEI has literally no idea how ki amp works. TOEI reverts things back to the Saiyan Saga days where no one has amp. Super ki blasts have zero amp, I bet the evidence for that claim is numerous.
