Kaioken x3/4 Goku Kamehameha vs Vegeta's Garlick Gun and Kaioken x20 Goku Kamehameha vs 50% Freeza does imply that. Also in Super, it ain't shown to be multiplicative with how Hit was able to retain a Kamehameha x10 SSJB Goku.

Generic blasts are piss weak. They often get punched away in fights and only have any value to take out fodder or if they’re spammed.
