Think about it this way.

Mihawk is Goku, Zoro is Vegeta.

Mihawk doesn't necessarily want the WSS position. It was just something that came to him through testing his strength against others and constantly pushing himself to the limits. He is constantly bored with life because no other swordsman is left to challenge his skill.

Zoro is different. He seeks the WSS position. Not only that, but he vowed to never lose against any other swordsman, no matter the cost. Once he reaches the top, he will be satisfied with no other rivals to challenge him in that position.

This is what makes Zoro a conqueror, in my opinion.

But I'd have to assume that Miahwk was like that in his younger days as well. He used to have a rivalry with Shanks which would imply that he was a competitive guy. I think he wanted to reach the top but is now disappointed with having nobody left to fight.

In my view, he's a swordsman that is concerned with putting his skills to the test. He became the very best because he likely challenged the previous WSS holder, but that doesn't mean his end goal was to be the no. 1 in the world.

We don't know too much about Mihawk. Your interpretation could be right. This is just how I view the character at this point in the story. I'm also a little biased since I'd prefer Mihawk to not be a conqueror.

I think the definition of conqueror is extremely broad in One Piece when the likes of Yamato or Katakuri are capable of using it.
