Does the anime imply that Android 18 > Damaged Android 16?

A recent debate got me thinking and revisit this posibility, Semi Perfect Cell tanks Android 16 in his damaged state:

Then, Android 18 comes to action and Cell dodge all of her punches:

This can also make a case for how SSJ Trunks is superior to Semi Perfect Cell who had a big jump in power, or Cell simply dodge her without neccesity to do so. However, considering how durable Imperfect Cell proved to be, I highly doubt that Vegeta got him that weak with the damage he give to him that he is even weaker than his former Imperfect self.

They don't only dodge when they need to. SSJ Goku dodged 50% Freeza at first but could take his death beam no problem.

It's the anime fillers. They don't suppose to make sense. Krillin actually survived a ki blast from Semi Cell.
