This guy was in the New World, walking without fear in Hachinosu. Deep in the New World, as a pirate captain with ostentatious armour. He's probably at least on par with the pre-skip Supernovas (the ones not targetted by Pacifistas. Anyone from Kidd/Law to the weakest).
