I feel like you made the gap between Sanji and Zoro too big, they're supposed to be somewhat comparable throughout the series, aren't they?
Anyway, what number would you give to Franky and General Franky?

Well, their full power via their strongest attacks (Hell memories vs Ashura) are pretty close to each other --> 120 vs 130. The thing is that Sanji uses the Diable Jambe so much now that it just feels it's like his base power... Zoro hasn't used Ashura even once now, so I think Ashura is still supposed to be Zoro's strongest attack, whereas Sanji has developed a level above DJ.

As for Franky, it's tough to say... I remember that at the end of Punk Hazard Baby 5 stated her attack was able to destroy a Pacifista, whereas Franky Shogun could withstand that without problems, so I'd say that Franky Shogun is at least >>> Pacifista. As for base Franky, I also feel he should be above a Pacifista due to having the power to withstand Senor Pink's strongest attack and take him out in a convincing fashion, who shouldn't be much weaker, if at all, than Baby 5 and other high ranks from Doflamingo's family. Something like this, maybe?
