That's true, but then Goku replies with something like "see for yourself, whether that's only the best I can do" or something to that effect.

At that point (as in at that point of writing the story besides Kaio-Shin, which doesn't make sense), Bills didn't know anyone above Freeza, though besides Boo so at-least you can justify it that way.

Probably. Toei's had base Gohan one-shotting Freeza in that movie and since SSJ Gohan wasn't even in it, I doubt it was some Toei base Saiyan logic to draw out pre-SSJ fights.

What disappointed me most about that statement was that if they just changed Freeza with Majin Boo, none of this controversy would be an issue, since Goku just wouldn't have surpassed Boo in base or SSJ or whatever the fuck, and defeating Boo seems like a way bigger accomplishment to tell Beerus than some guy who's astronomically weaker than him and could be one-shot killed by Kaioshin.

I don't know how anyone who reread the Boo saga could say base Saiyans < Freeza

The dragonball anime is pretty good. My girlfriend and I just watched the first season of Z and it's even worse than I remember.

Why doesn't anyone think that maybe Goku was surpressed when Beerus made the statement of him being weaker than Freeza? Goku was just chilling out he would have no reason to be at full power.

They feel it is a statement made by Toriyama because it was never contradicted (at that moment that is, obviously the events of the Buu arc imply otherwise) or corrected after Beerus said that.

But who knows.... Toriyama doesn't always spell everything out, so it's possible Beerus did just sense a suppressed Goku. Doesn't really need to be spelled out when they have had that ability for decades.
