Yeah Vegeta's spirit was left intact and Enma gave him a body. Maybe that's a good point for Vegeta not losing his Majin power up, since only his body was changed, not the soul?

@Evil Vegeta - the way Goku/ worded it out while wondering where was Cell after blowing himself up makes me think you get your body taken off even before meeting Enma. You can also see a lot of souls without body lieing around before Enma gaves them the judgment.

Kami likely put in a good word for him. The sins of Piccolo Daimao also weren't carried over to Piccolo, who whilst harboring malicious intent for humanity at first, didn't do anything with it in the manga.
