Honestly, the fact that it's in Spanish is a huge hint that it doesn't have any "authority" on GT.

Not to say that it's not "official," but the Sonic (the Hedgehog) CW promo for Kai was also official, but held no authority.

It was a Japanese product with Japanese writers and Japanese staff. Anything outside of Japan is either a second-hand translation or licensed in-house product.

So you mean Piccolo isn't a Saiyan like Raditz?

So how would that compare with, say, El Manga Legendario? The original text was from Japan, and it was translated into Spanish (according to the blurb on the index page).

There was also this Club Dorothee magazine that said something like Broly > SSJ4 Gogeta, and some pretty funky lore about the origins of the Potara Earrings. It was in French.

The language it is printed in doesn't matter. What matters is whether the proper credits are there. There are no credits in the magazine that indicate it was taken from Japanese material and translated, unlike The Legend of Manga(which is originally a French guide because the publisher, Hachette, is based in France). This magazine doesn't appear to have any credits that indicate that it comes from Japanese material. It's just that the images used in the magazine were licensed for use in its publication. Check the credits at the end and translate them.

Ok, so rather than the original material being from Shueisha (like EML), this only has the rights to use their images and such.
