If Piccolo had that light grenade in his arsenal then that means he still had that much stamina left or he could have took 17 out with a critical move like that

cell in his perfect form was stated to be comparable to dabura by the supreme kai and other characters dabura is probably higher than that if he can take on or might have won against a weakened SSJ2 Gohan

Goku, Vegeta, Jiren, Broly and Granolah are within Hakaishin level in the manga, having surpassed the weaker ones but haven't quite surpassed it yet.

Well the Hakaishins are some the strongest beings, with the mortals I listed above being in their level or somewhat above. Then there are the angels, Grand Priest, Zeno, Lord Appule and Lord Spopovich.

I think he already has. The Z Fighters had to revive him and hand back his empire to him on a silver plate. That's not exactly killing them, but it is pretty humiliating for the Z Fighters and pretty sactisfatory for Freeza.

Probably not. Beerus didn't think much of even Infinite Zamasu but was sweating bullets at Jiren's power when deflecting the Genki-Dama, and Toppo and Kefla are arguably above that level.

Piccolo was already starting to get tired by the time Cell showed up, so unless he could land a decisive blow like his Light Grenade blast (which I doubt), he'd run out of gas and get killed.

He's definitely pretty strong for a Kaioshin, and arguably ever stronger than his present self. Present Zamasu could only fight Kibito in the manga and SSJ2 Goku in the anime, and it's arguable Base Goku could've killed him since he didn't transform when threatened in the ep Beerus killed him.

On the other hand, Future Zamasu forced Goku to go SSJG to beat him in the manga, though he was admitedly out of gas due to Mafuba. Anime Zamasu was keeping up with Blue folks, and at one point restrained Goku and Trunks with one arm each. It's not explained, but I think Goku Black probably gave him some sparring lessons.

Dabura (Buu Saga) vs Perfect Cell (Cell Saga/Full Power)

I think Dabra wins. Not only he's at least as strong as Cell, but he's considerably more cold headed and got his magic going for him. Cell's regeneration would make it a pretty tough fight though, and I could see the argument for Cell winning.

We don't know yet, but it's probably stronger than MUI Goku. It's definitely stronger than Broly too since Goku and Vegeta were the strongest mortals in U7 even before Beerus trained Vegeta.

Goku has been training and improving his MUI power since he first transformed. I think Blue Gogeta in the Broly Saga was stronger than ToP Goku, but since then Goku surpassed that level. Of course, if Goku and Vegeta were to fuse right now even Current Base Gogeta should be > Current MUI Goku. That's how fusion works.

How Strong is Hit without his Timeskip (Anime) or (Manga)?

In their fight Goku managed to basically nullify Hit's timeskip by predicting Hit's movements, resulting in a fairly even fight. In the anime Goku was a SSJB while the manga had Goku as SSJ1, so Anime Hit = SSJB Goku, while manga Hit is = SSJ1. The manga also reveals Hit was holding back and his new power forces Goku to go SSJB, so Full Power Hit is at least = SSJG Goku.

The anime has a mini arc where Goku and Hit fight again after Zamasu is defeated, but it's pretty tough to tell how strong Hit was here since he used his assassin tricks. The ToP also had Hit use some tricks that made him appear to be UI Sign level.

Manga Hit is a bit ambiguous in the ToP, but Goku acknowledges he's gotten better and they appear the same when teaming up on Jiren. Hit is probably PSSJB level currently.

Goku, Vegeta, Broly, and Granolah have all surpassed Belmod for sure since they're all stronger than Jiren. They're not even close to surpassing Beerus/Quitela, and that's about all I can say for certain.

Is Merged Zamasu Stronger than Beerus, God of Destruction Toppo, and Kefla?

No, he's equal to PSSB Goku from the Goku Black arc. That kind of power couldn't even make a casual Jiren budge, and full power Jiren would get OHKO'd by a casual Beerus. Toppo didn't have HAKAI mode in the manga so he was more or less on par with PSSB Goku as well. SSJ Kefla would shred Merged Zamasu since BSSJ Kale was heavily implied to be stronger than PSSB Goku, and SSJ Kefla was in another league compared to that.

If you're referring to the anime, I don't know how those guys scale to each other in the tournament.

Beerus almost killed him along with other 3-4 gods in the exhibition match. He also played possum instead of fighting. He also seems to be one of the youngest gods. Beerus has been a god for millions of years since the Elder Kaioshin days, but Belmond is said to only have been a god for some thousands of years IIRC.
