Law friends with Luffy,, not jealous of Luffy, works with Luffy, is on his own, has childhood history with Doflamingo.
Vegeta hates Goku, is jealous of Goku, doesn't work with Goku, is on his own, has childhood history with Freeza.

Dressrosa is very developed, Dressrosa has a tournament, Flamingo goes there for labour.
Namek is underpopulated farmland, no tournament, Freeza goes just to take the dragon balls and then leave.

Doffy has no history with Luffy's family or home island. Underworld boss, royalty.
Freeza has some history with Goku's family and Earth nearly being destroyed. Underworld boss, royalty.

Dressrosa residents are oblivious and happy or are enslaved.
Namekians fight, not enslaved.

Arlong Park = Namek
AP is poor village, with round orange ball-shaped oranges. Namek simple villages, orange dragon balls.

Arlong = Freeza
Enslaves Nami after killing mother, makes others pay taxes. Freeza makes Saiyans pay him in labour after killing their families.

Chou = Zarbon
No explanation needed. Blue, camp, both get something thrown in their eyes just before being defeated.

Nami = Vegeta
Nami mother wore marine uniform and killed, ruled by mother's killer, steals money and treasure, cries and asks for Luffy's help against Arlong. Vegeta father wore saiyan uniform and killed, ruled by father's killer, steals planets, cries and asks for Goku to defeat Freeza.

Luffy = Goku
Both agree to help defeat Arlong/Freeza, Krillin and Gohan wait for Goku to arrive, Johny and Yasuku wait for Luffy to arrive.

Low population density

Arabastards = Namekians
Wear robes

Vivi = Vegeta
V names, Prince and Princess, both work for criminal syndicate but don't want to, both have old men without natural hair helping them (Vegeta has bald Nappa, Vivi has man with wig), both lose to Goku/Luffy.

Luffy = Goku
Defeats Freeza/Crocodile. Goku heals in water tank but breaks it, Luffy carries water tank which gets broken.
