Gohan should be much weaker. It's made apparent that he didn't train after returning from Namek and was dedicated to studying. Piccolo and Vegeta on the other hand should both be stronger, likely around Namek Goku's level or above. Goku was impressed enough by Piccolo and Vegeta to assume it was one of them who beat Freeza. They shouldn't be that weak.

yeah but after namek he's still a saiyan and his strength couldn't have diminished after one year of studying

Android 17 should be closer to Android 18 than to 16. I’d lower him to 320,000,000.

Trunks is still too weak. He should be comfortably ahead of Piccolo and close to Goku and Vegeta. Piccolo is like Tier 2 to the Saiyans being Tier 1. And I mean with regular Super Saiyan.

17 was equal to Piccolo who was effortlessly one shotted by Cell. Piccolo's Gekiretsu Kodan did zero damage to Cell, and even if Piccolo was weakened, we're talking about an attack that should have at least 4x amplification. The gap between them is huge. 16 was more or less on par with Cell.

We also know that Piccolo was capable of releasing it without charging it, and yet he still chose to use the Gekiretsu Kodan as his best attack against Cell. Furthermore, Piccolo laughed at Imperfect Cell's "weak" Kamehameha because it was the same amplification Goku had in the Saiyan arc. Clearly Piccolo's best attack should far outstrip that. Pay attention.
