The humans didn't do any notable training for the cell games and certainly not any that would make them 10+ times stronger. They are irrelevant at this point and don't need big gains.

Elite soldiers are just 3,000 - 5,000 but I shorted it to 3 - 5 where are you getting millions from?

Vegeta was stated to be stronger than goku by how much isn't certain but I believe he was suppressing himself to make it seem like he was equal to kakarot but was in fact stronger

Ten refused to train in the ROSAT because he knew it would be worthless, same as Yamcha and Kuririn. If they could get tens of times stronger in only 10 days than it wouldn't make sense for them to refuse training in the ROSAT where they could get a year worth of training in a day.
