What do you mean by Android 18 ~ 44,000,000? Does it mean Android 18 (Withdrawn)? Or is it lower than Krillin and Tenshinhan?

Super Saiyan Blue is 50x off of a Base Saiyan beyond God.

Saiyan Beyond God is a movie only form, it doesn't even exist in the anime continuity. The movie introduced the name when Toriyama intended only to have a "Base" and a "new" SSJ that was using God Ki. It's described as such in the movie material, however in the anime this was completely retconned, Goku and Vegeta's bases never have God Ki in the RoF arc. They even add a scene where Krillin comments on huge Base Goku's ki is, then Goku goes SSB and krillin immediately comments that he can no longer sense Goku, explaining that this new Blue form has God Ki, rather explicitly differentiating itself from his Base form where he didn't have God ki. In RoF, onwards, SSJ functions as normal, there's no way in which Goku's SSB would be 50x Base.

SSB is intuitively 50x SSG, but we don't know how strong SSG is compared to the normal forms, at least not post-ritual. It seems to be relatively small considering the right with Caulifla and Ikari Broly. In that case you'd have SSB being 40,000-60,000x Base or so. And Golden Freeza would be a multiplier slightly larger than that.

But there's no case where it makes any sense whatsoever for it to be 50x Base, "Saiyan Beyond God" doesn't even exist in the anime continuity. And Freeza's golden color has nothing to do with the multiplier. No reason to think it does
