Possibly. SSJ Goku never really tried taking on full power Lood, so that implies inferiority. I took it the other way. Luud was to powerful for SSJ3 (which he can only do for literally five seconds anyway), or to close in power so he didn't bother transforming. Realistically though, isn't that the way it should be?
