Kami only conceded once Trunks actually found the second time machine and gave Kami an idea of what was going on though. Cell also had yet to make his presence known prior to him wiping out the towns, so Kami would've been just as oblivious to him regardless of what time he awoke.

There was no statement made when it came to how long Piccolo was waiting with Kami and the events going on below them would suggest it was at best a couple of hours, with the most of a solid time lapse given being that Cell attacked Ginger town not long after Bulma and the group found his shed skin.

That was a while after the fight in Ginger town. The Daizenshuu timeline also confirms this, with it stating that all the events from the battle with #19 and #20 to Trunks and Kuririn destroying present Cell happening in the same day.

Surely Vegeta was the first to die in the Future Trunks and Cell Lines. that's why Cell was only impressed that Vegeta was still alive and how powerful he had become.
