Well he has amazing writing.
Wouldn't really call it amazing. Above average, yes, but the only parts that had exceptional quality were the Yorknew and Chimera Ant Arcs of HxH, and I wouldn't call either of them masterpieces. His low points for both his major series also shows his writing quality is far from consistent, as shown with YYH's Three Kingdoms Arc.
Now for jumping on the bandwagon with a coherent list...
#1 - Hideaki Sorachi - The fact that he's admitted to plan out about as much as Toriyama does actually gives him an even greater boost, as with mostly improvisation, he's capable of accomplishing well done and coherent writing in both plot and story. His most recent chapters of Gintama have really upped the ante in that regard, to the point that Gintama's writing qualities coming closer to rivalling some of the greats of Jump such as Oda or Araki.
#2 - Hirohiko Araki - Man's been doing JoJo for almost 3 decades and despite fluctuating in writing and art quality with some parts, keeps creativity at an all-time high. It's also interesting how he's the only mangaka to have his work in the Louvre or do commissions with fashion brands such as Gucci.
#3 - Eiichiro Oda - Not much that's already been mentioned. Guy's a master in foreshadowing, world-building and making his cast both extremely large yet have good characterisation and personality, even for minor characters.
#4 - Go Nagai - Aside from being debatably as influential to modern manga as Tezuka or Yokoyama due to revamping entire genres such as the Mecha genre with Mazinger Z and Mahou Shoujo with Cutie Honey, he possibly created Ecchi with Shameless School and Cutie Honey. His horror classic Devilman also inspired such series as Berserk, Kiseijuu and according to some sources, a little bit of Evangelion. Basically, the guy can pick a random genre, write something that can be a hit and then do the same for a completely different genre.
#5 - Tetsuo Hara - More based on art rather than writing or characters, since he usually leaves that up to Buronson. Hara's art is tied with Inoue and Miura as my favourite art style. It's the damn definition of Manliness and GAR that's only improving with age.
I'd include Inoue and Miura as honourable mentions due to their story and art quality being top tier, but as already mentioned, they're only slightly less lazy than Togashi, and just as indifferent as to how much they care for their respective series.
