3 levels.

1) His initial power, this power has Vegeta shitting his pants, but Vegeta musters up some courage and decides that no one can defeat the Super Saiyan. This is the power Goku meets initially where he easily swats away Freeza's Death Beams.

2) Freeza increases his speed a little and completely blows out Vegeta. This is the power he uses in the warm up fight against Goku.

3) Freeza's serious power. He uses this to kick Vegeta's blast away and when he uses no hands against Goku.

Freeza ( Embarassing Vegeta ) = Freeza ( Warm Up vs Goku ) ? I don't know, Freeza who fought Vegeta could not even touch Goku. I think it's something like this :

Freeza ( Warm Up vs Goku ) >= Goku ( Warm Up ) > Freeza ( speedup ) >>> Vegeta ( Zenkai )
